The Baseline Personnel Security Standard, otherwise known as a BPSS, was established to meet the minimum level of checks required for all civil servants, members of the armed forces, temporary staff, government contractors or any individual that can access government assets. The BPSS clearance was introduced as the direct replacement for the Basic Checks in 2006, the full standard is available HERE.

This standard permits access to UK official assets, occasional access to UK secret assets, and allows for work in areas where secret information may be partially overheard. Additionally, a BPSS screening must be considered for anyone requiring access to the Public Services Network (PSN).

It’s worth noting that a BPSS clearance would not be deemed adequate for an individual operating in a position where they are able to gain a complete and overall picture of a secret plan, policy or project.  For this, formal security clearance is a must.

The main purpose of BPSS clearance is to act as a sensible and precautionary measure intended to “confirm the identity of individuals (employees and contractors) and provide a level of assurance as to their trustworthiness, integrity and reliability.” Hopefully, with the aim of mitigating potential risks – that may include identifying individuals involved in illegal activities, unspent criminal convictions and CV or qualification embellishments. However, BPSS clearances also aim to reinforce and protect national security, safeguarding the country and community against untoward dangers that may impact order and well-being. This could extend to threats to citizens, way of life, integrity and interests.

This screening type consists of:

  • ID Verification

  • Address Verification

  • Right to Work Verification (Client must verify this in house if NVS UK are unable to)

  • Global Sanctions Checked

  • 3 Year Activity History

  • Gaps of 90 days documented
  • Basic DBS
